Thorough, high quality applications speed the application process, but environmental review and organized opposition lengthen the process. The quantities of shale gas in the U.S. has reversed the situation: ten years ealier FERC was reviewing applications for gas import terminals, but now they are for gas export terminals. The paper closes with a brief discussion on world-wide demand.
