This document is a letter to Edwin (Al) Kuhn (Director of Government Affairs, Northwest Alaskan Pipeline Company) from John T. Rhett (Federal Inspector for the Alaska Natural Gas Transportation System). It is a response to Kuhn's letter of February 13, 1984 called "Section no. 13, Pipeline design criteria manual [cover letter]". That February 13 letter is a cover letter for an attachment called "Design modes", which is Section 13 of the "Pipeline design criteria manual." (The manual is often referred to as "Design criteria manual" or simply as "DCM.") The PDF file contains: 1) this letter (1 page); and 2) the earlier February 13, 1984 letter it refers to (which is cataloged separately). That earlier letter consists of the cover letter (2 pages) with the attached manual (53 pages). The attached manual is the February 8, 1984 revision (also called revision 3) of Section 13 of the manual.
