Summary:Alyeska Pipeline Service Company maintains unresolved issues in regards to Northwest Alaskan Pipeline Company's pipeline designs. These issues were transmitted to and discussed with the Office of Federal Inspector (OFI) in 1985. OFI assessed these issues and lists them in this memo separated into three categories: (1) Alyeska issues that have been resolved, (2) Alyeska issues which should be addressed by NWA and reviewed further, and (3) Alyeska issues which OFI considers invalid within the context of the "Pipeline design criteria manual" (also called "Design criteria manual" or DCM). All these issues deal with frozen soil conditions and frost heaves.

One of four pieces of correspondence on regulatory action regarding frost heaves and the Trans-Alaska Pipeline that comprise one special set of related documents.

The attachments include: (1) a memorandum from Earl Ellis to Rhett dated April 15, 1985 (this April 16 letter describes that memorandum), (2) a letter to J.F. McPhail from Rhett dated December 17, 1981, and (3) a copy from the Federal Register containing two notices from the Office of Federal Inspector for the Alaska Natural Gas Transportation System. The Federal Register excerpt is dated April 22, 1985, but these notices were written by John T. Rhett with the date April 16, 1985.
