Copy owned by Alaska Resources Library and Information Services includes cover letters that had originally accompanied the delivery of the report. This includes a cover letter dated November 24, 1978 from the author addressed to George R. Robertson, Colonel of Alaska District of Corps of Engineers, that includes the author's recommendations. Also included are two letters of transmittal dated November 29 from the author to Jay K. Soper, Chief of Engineering Division, Alaska District of Corps of Engineers, and a cover letter from Colonel Robertson to Curtis McVee, Bureau of Land Management, when Robertson re-distributed the report.
