It reviews three alternatives: Plan 13 North (road from Hurrican to Watana with a spur to Devil Canyon), Plan 16 South (roads from Gold Creek and Hurrican to Devil Canyon and then to Watana), Plan 17 Denali (connecting the Denali Highway with the Watana site and then downriver to Devil Canyon with a raillink from the existing track at Gold Creek to Devil Canyon).
