Harza-Ebasco concludes that the either the North or Denali access plans is acceptable and that the Denali plan in preferred. The North plan (Plan 16) consists of a gravel road from the George Parks Highway at Hurricane along the north bank of the Susitna River to Watana with provisions for a future branch road to the Devil Canyon site. The Denali plan (Plan 18) consists of a railhead at Cantwell with a new access road leading south towards Watana from a point on the Denali Highway 21 miles east of Cantwell; the Devil Canyon Dam would be supported by a rail spur from Gold Creek; and a road would be constructed between the two sites for operational purposes.
