Summary:   An environmental impact statement was prepared for a proposed land exchange with the State of Alaska and King Cove Corporation for road construction through Izembek National Wildlife Refuge and Izembek Wilderness.   This final EIS describes five alternatives (no action, two road options, hovercraft, and ferry) and evaluates the environmental consequences of each.
